Country: Afghanistan Source: UN Office for the Coordination of Humanitarian Affairs Please refer to the attached file. 2025 was a pilot phase for the first coordinated anticipatory action (AA) framework in Afghanistan. Following the activation of the second window (Window B) in April 2025 and the subsequent implementation of activities, partners under the AA Framework for drought in Afghanistan convened an After-Action Review workshop in early 2026 (which reviewed evidence from the CERF-AHF and WFP after action review exercises). The workshop identified and discussed lessons learnt and actions for improvement ahead of the spring season. This updated framework reflects the resulting changes and collective agreements reached by AA partners and priorities of the Humanitarian Reset. This document presents the framework for drought anticipatory action in Afghanistan. It entails coordinated packages of assistance planned to be delivered to people at risk of spring drought in Afghanistan across five prioritised spring rain and grain dependent provinces – Balkh, Faryab, Jawzjan, Sar-e-Pul, and Badghis. The framework was developed through a participatory process of humanitarian partners who formed an Anticipatory Action Group, coordinated by OCHA, under the overall leadership of the Deputy Special Representative of the Secretary-General/Resident Coordinator/Humanitarian Coordinator (DSRSG/RC/HC).
