A new treaty on protection of persons in the event of disasters will be negotiated in New York/Manila, with a mandate from the UN General Assembly to finalize the text by end 2027. The text that will serve as a basis for the negotiations is the Draft Articles on the Protection of Persons in the Event of Disasters adopted by the UN International Law Commission in 2016. This document sets out ICRC’s recommendations for amendments on the Draft Articles for the consideration of States, highlighting how the Draft Articles can best relate to International Humanitarian Law ahead of the upcoming negotiations on a binding instrument on the PPED.
