Eastern DRC is experiencing one of the world’s most severe and protracted humanitarian crises, marked by escalating conflict, mass displacement, and collapsing essential services. This crisis is unfolding alongside the dramatic cuts to resources. Against this backdrop, the Inter‑Agency Humanitarian Evaluation (IAHE) Steering Group has commissioned this evaluation to enable learning for humanitarian actors in DRC that can guide their work amid a changing context. This evaluation will also help hold IASC organizations accountable. The terms of reference provide the IAHE’s scope, objectives, key areas of inquiry, proposed methods and intended users. It also outlines the phases of the key deliverables.
