The 2026 Humanitarian Needs and Response Plan (HNRP) require US$348 million to meet the most urgent humanitarian need across conflict affected districts in three northern provinces. 17 districts in Cabo Delgado, 2 districts in Nampula and 1 district in Niassa province. The plan targets 1.1 million people of whom 919,000 are hyper prioritized and resides in districts classified as severity 4 in Cabo Delgado province. By end of March 2026, the humanitarian community has provided some form of assistance to about 369,000 (26%) of the targeted population. Most assistance was delivered by Food Security and Livelihoods partners, who reached 2363,000 people. Excluding food assistance, the total number of people reached is 182,000 as multisectoral support across Health, Protection, WASH and Shelter, while 83,000 children accessed Education, Nutrition and Child Protection services. About 75% of the implementing organizations were International and national NGOs entities responding to the crisis. Relief efforts were concentrated in districts with severity level 4 needs, whereby 299,000 people were reached against 919,000 target. Donors contributed $102 million (25%) against the HNRP towards identified humanitarian conflict related programmes in the HNRP. The resource gap is further compounded by the additional US$187 million required for the Floods addendum to support 620,000 people affected by floods in the southern districts of Mozambique.
