A historic political transition in Syria followed the fall of the Assad regime in December 2024. While this shift marked the beginning of a new phase, humanitarian needs in 2025 remained among the highest recorded since the onset of the crisis. Years of conflict, economic collapse, and infrastructure degradation continued to drive vulnerability across all governorates. The latter half of 2025 saw significant population movements, reflecting both the hope and the hardship of the transition.2025 was also marked by the transition from the Syria Humanitarian Fund (SHF) and the Syria Cross-border Humanitarian Fund (SCHF) into a single, country-wide unified financing mechanism. This evolution, designed to operate across all regions of the country, responded to a changing coordination framework and efforts to optimize the humanitarian architecture.
