In 2025, South Sudan continued to face a complex humanitarian crisis marked by conflict, displacement, disease outbreaks, climate-related shocks and the continued impact of the Sudan crisis. Against this backdrop, the South Sudan Humanitarian Fund (SSHF) remained a critical source of flexible and timely humanitarian financing, enabling partners to deliver life-saving assistance to people with the most severe needs. In 2025, the Fund allocated US$44.8 million through one standard allocation and five reserve allocations, supporting 103 projects implemented by 57 humanitarian partners. The allocations targeted priority humanitarian needs across health, nutrition, water, sanitation and hygiene (WASH), food security and livelihoods, protection, shelter and non-food items, and multi-sector responses. Through these interventions, the Fund supported activities designed to reach 5.22 million people and contributed to humanitarian assistance for an estimated 1.8 million people across 20 counties in six states. The Fund continued to advance its commitment to localization, allocating 45 per cent of funding directly to national NGOs, including 28 per cent to women-led organizations. Investments in partner capacity strengthening, accountability and risk management further enhanced the quality and effectiveness of humanitarian response. Despite receiving US$32.4 million in contributions—the lowest funding level since 2020—the SSHF maintained a strong focus on strategic prioritization, operational oversight and value for money, ensuring limited resources were directed to the people and locations facing the most acute humanitarian needs.
