The Potential Migrants Survey was conducted between May and July 2025 in two major cities of Kyrgyzstan (Bishkek and Osh), which have the highest rates of international outward migration and high population density. The locations were selected as primary data collection sites due to their strong migration dynamics and concentration of potential migrants. The target population consisted of potential migrants, defined as individuals who had taken concrete steps to migrate abroad for 3 months or more, such as applying for overseas employment, making payments for the journey, booking travel tickets for (part of) the migration journey or obtaining a visa for travel. The reference population was identified through location-based sampling, focusing on public places with a high presence of individuals intending to migrate abroad. The sample size indicates Europe, the Republic of Korea, the Russian Federation and Türkiye as the main destination countries. Overall, the survey indicates an emerging pool of youth with increasing interest in skill development as part of their migration planning. The respondent group was largely composed of young adults, many of whom were at the early stages of their professional and educational development. Most respondents fall within the younger age brackets, reflecting a demographic with higher mobility aspirations and willingness to pursue opportunities abroad. Over three in five respondents report some form of post‑secondary/tertiary education (bachelor, post‑secondary, short tertiary, master), and nearly all report at least upper secondary education.
